1. 4 and 5 year old horses that have never competed in a barrel race for money, prizes or points before December 1st of the previous year are eligible to compete.

2. 45 gallons steel barrels closed at both ends shall be used.

3. Grounds shall be dragged every 5 horses.

4. If a contestant is riding more than one horse, there must be at least one drag between the contestant’s runs.

5. Substitutions are at the discretion of each futurity committee. However, the substitution proposal must be presented to the ECBF Board of Directors for approval.

6. If an ECBF approved futurity is cancelled, all monies must be returned.

7. Abuse of any horse in public view will not be tolerated and will be subject to disqualification.

8. Any member who wilfully causes trouble inside or outside the ranks of the ECBF by
excessively complaining, causing disturbances, or unnecessarily aggravating the ECBF officers or directors will be subject to disqualification.

9. The start and finish line and the position for the barrels must be permanently marked for the entire futurity.

10. Contestants will be assessed a 5 second penalty for knocking over a barrel. Touching a barrel is permitted.

11. Should a barrel be knocked over and sets up on opposite end, the 5 second penalty will be assessed.

12. The Board of Directors shall have the right to stop the barrel race during a performance due to poor or dangerous ground conditions. The arena shall be reworked and the Board of Directors shall determine whether there will be any reruns.

13. Reruns shall be given if timer fails to work or if barrels are not placed properly on markers. If a barrel was knocked over when timer failed, the contestant will be allowed one rerun only. On the other hand, if all barrels were left standing when timer malfunctioned and contestant knocked over a barrel in his/her rerun, he/she will have the option of a second rerun.

14. Contestants will be disqualified for not being ready to contest when their name is called. Contestants shall have 60 seconds from the time their name is called to cross the timer.

15. Contestants are also subject to disqualification if not running in order originally drawn or if run is made before signal is given that arena is clear.

16. Contestants must provide their horses’ original registration certificate or veterinarian
certificate, which identifies the age of their horses if not registered. If contestants fail to
provide these documents, they will be subject to disqualification.

17. Futurity committees shall use the ECBF payout chart.

18. Each approved event will take $20.00 from each futurity entry and remit same to ECBF.

19. When contestants have entered 3 events or paid at least $60.00 in ECBF fee, they shall be considered full members with voting privileges.

20. Year-end champion will be decided by number of points accumulated throughout the
current season. Points will be given in each go round, average and finals, if any. Points will not be awarded when a barrel is knocked but contestant will still be eligible for purse money. In the event of a tie for year-end championship, the winner shall be decided by the highest number of superior placings. The following is a chart on which points will be awarded:

21. Points will be allocated to horse and rider combination. A change of owner will not affect the standings as long as the rider remains the same.

22. Any contestant who has never won more than $1,000 in any futurities (not limited to ECBF) in his or her lifetime, save and except earnings won in 2nd or 3rd divisions when divisional format used, is eligible to apply for the amateur status. A signed declaration must be received by the ECBF prior to entering any ECBF event to receive points. The Amateur Champion title will be awarded to the amateur rider who accumulates the most points with the same horse in ECBF futurities for the current year. If a tie exists, the amateur rider with the highest number of superior placing will win the Amateur Championship. Furthermore, if the leading amateur rider is also the year-end ECBF Champion (non amateur), the 2nd leading amateur rider will be awarded the Amateur Championship.

23. Any contestant twenty-one (21) years of age or younger as of January 1st is eligible for the Young Guns Futurity Award. A signed declaration to that effect must be signed (by parent if under 18) and delivered to the ECBF prior to entering any ECBF events to receive points. The Young Guns Futurity Award will be granted to the young rider who accumulates the most points with the same horse in ECBF futurities for the current year. If a tie exists, the young rider with the highest number of superior placings will win the Young Guns Futurity Award.

24. Any contestant who competes on a horse that has barrel raced for money, prizes or points prior to December 1st of the previous year will be subject to disqualification, reimbursement of all monies won and a fine of $500.00. Any such contestant will not be allowed to run in ECBF approved futurities for a period of 2 years.
